yes states elect there own governer,congressmen,senators...

Something people didn't talk about in both this issue and WMD is that entering the 2004 election the President sought to put these issues behind him. There are several hard fast rules in politics. Pick a story, stick by it and don't waver from it. And if your critics don't want to see the truth tell them what they want to hear and you shut them up regardless.
I think that is what was going on with the conflicting reports.
I also have a belief that we allowed some question over the legitimacy of the war happen to purposely incite the insurgency and make it appear we could not control Iraq. This gave us the opportunity to stay indefinately and continue to attract hard core foreign fighters to be killed by our forces in the country. Better there than here on their decision of when or where.
I do remember in 2003 the war going so quickly and decisively the left demanded we vacate the country by the end of the summer.
