Um, Vitchilo, the US worked out a deal with Israel during GF I so they wouldn't attack Iraq, not so they wouldn't NUKE Iraq. You are confusing two
issues.
Saddam said he was going to attack Israel if he was invaded, in the hopes that when Israel struck back he would be able to turn this war into an
anti-Zionist thing.
Realizing this the US was afraid that retaliatory strikes by Israel would damage (if not disintegrate) their coalition with the Arab states. So Bush
convinced Israel to sit on their hands and take the damage in exchange for additional aid and the patriot missile system that would prevent some of
the scuds from hitting.
That veiled threat from Shamir intended to deter chemical or bio scud strikes is a far cry from what you wrote earlier...
they deployed their nukes back in the 80s and they were about to launch them, but the US promised billions of $ in aid and weapons if they didn't
launch... and they didn't launched.
