Help me guys

I have a portfolio about "President Bush signed a bill Thursday, October 26,2006 that calls for fencing a third of the 2, 100 mile border between the US and Mexico, this is an effort to stem the flow of illegal immigrants into the US. The bill was also signed to help Republican Congressmen in the border states winning campaign issues. No mention was made of cost. I need 10 reasons why or why not the fence be built.
