I think this is very possible. Millions of years... plenty of time for somehting to evolve, build a civilization, leave/self-destruct/whatever.

Russell imagined how dinosaurs might have evolved had they survived the Cretaceous-Tertiary (K-T) extinction and remained alive until today. They didn't survive, so they couldn't evolve. But the anthroposaurs could have evolved before the K-T catastrophe, as we shall see.

The dinosaur that is considered (Saurornithoides) to have been the main candidate for becoming intelligent was one that was about the hight of a man, it had the most evolved hands of any dinosaur (very articulate with thumb), plus many other characteristics. When previous evolutionary stages of this dino were analysed, it was discovered that it's evolutionary path was headed towards a more humanoid form...
the arms were getting longer, and it was relying heavily on the use of its hands to survive.
This species survived much longer than many of the other larger surface reptiles... because it realised that it could dig holes into the ground or live in caves where it was safe. Not only was it safe, but small mammals that lived on the surface would seek out these holes in the ground for shelter... Basically these little mammals provided an endless supply of food at night for the inhabitants of the caves... The dinos in question were avid diggers and made the underground their homes. Archeology only got this far... supposedly the dinos died out. Very very few of these dino fossils have been found...

Dr. Dale Russell theorized and created a model of what an intelligent dinosaur
might have looked like based on the advanced trend in characteristics in the
small carnivorous dinosaurs (namely: Saurornithoides). He based his work on
an increasing brain size, bipedal gait, enlarged eyes (binocular vision), and
manipulative 3-digit hands (one digit may or may not have been opposible).
