While there is currently a push for EU to expand their own military capacity, which can be found through a basic google search. What most don't realize is Europe has the ability to use other militaries for their own goals. An example of this would be the EULEX mission to Kosovo. In which the US has lent the use of their military for European purposes, such as spreading EU ideals into Kosovo in a push to expand the bloc.

Another thing which is not widely known is EU High Representative on Foreign Policy Javier Solana was also NATO Secretary General during the 90's. During his tenure, he successfully split NATO down the middle. In that, one half is controlled through the Atlantic Branch in Virginia, while the other half was circumvented to the WEU in Brussels. If a emergency was ever declared across the bloc, all military command would be directed through his office. Which was done through a WEU general assembly recomendation, which you can read all about here.
