October Surprise - Anthrax attack?

There seems to be a few postings around on various websites hinting that there may be another anthrax 'attack'. Heather Wokusch writes that

This is worthy of consideration due to the recent postings requiring the military to be innoculated against anthrax. The Bioshields Act has also come under a lot of criticism lately.

the Senate panel backs bill to create Biodefense Agency.
