I think this may be on the right track. Maybe chronology is not shuffled after all

This 'white paper' re: China involves Acheson, etc..

In the spring of 1949, Secretary of State Dean Acheson asked his staff to prepare a document known as the China White Paper, which was intended to explain how this had happened and to provide a history of US policy toward China. A model of objective analysis, the thousand-page study portrayed the Nationalist forces as corrupt and incompetent in the face of a determined, disciplined Communist challenge. Its deeper message was that there are limits to American power. Unfortunately, that lesson had to be learned again a generation later in Vietnam. And the US experience with Russia in the past decade has taught it yet again.

I don't have time to find the "real reason" though. I'll try to check back in when I get some free time (1am some night). Hopefully we'll be on the next question by then

This question is too tough to crack as it stands.

I'm betting another clue will be given Monday evening sometime, right before I have to go back to work on Tuesday and have no time to play.

I think this game has dragged on so long that the Amigos have forgotten all about us.
They should now offer hair replacement therapy as a prize because I have several bald spots where I have torn my hair out in frustration at this question.

Well I was just considering whether I should give this game the last rites but it seems peeps are coming back to it now.
