The Taliban and Al-Qaeda both come from the same orginization;
The Afghanistan Mujihadeen. The Mujihadeen was funded and coordinated by the CIA in the late 80s to fight to Soviets out of Afghanistan

So, to answer the question:
The Taliban was the ruling government in Afghanistan after the war with the soviets.
Al-Qaeda "is" a terrorist orginization based out of Afghanistan.
The bastardish media would have you believe that Osama Bin Forgotten is the leader of Al-Qaeda and has strong ties to the Taliban, I don't believe this.

Al-Qaeda was nothing more than the server Osama used to contact his CIA handlers when he was coordinating logistics for them in Afghanistan. Now Al-Qaeda is just a scape goat.. A name used to strike fear into the hearts of ignorant Americans everwhere.
