Well, that was my first response "OH #! Hoover!" But I wanted to find out if it struck anybody differently. I'm trying to stay open-minded so that I don't find myself excluding theories here.

Seriously, okay, if the water, water, water reference is something to do with a ship, I would think that the logical assumption would be that the call to the "coastal cells" means to carry out something in a port (or nearby coastal waters).

Look at it this way...

They cannot do anything by air, anymore. That is too monitored and secure.

They cannot do much by land anymore,...most suspects in the US are cataloged and watched.

There only method into the US is by water.
Wether by inflatable raft (cole) or by speedboat, all the cities mentioned are coastal.

And the coasts are hard to monitor due to the length of coastlines in the US.

A speedboat, with a dirty bomb, could be effective, and hard to stop, especially if there are several per target, one or two could get thru.
