The rope-a-dope was the strategy Muhammad Ali adopted in his victory over George Foreman in Zaire in 1974, when Ali leaned on the ropes and allowed Foreman to punch himself out.

Think about it, isn't the world letting the USA wear itself out in Iraq and Afghanistan?

I've been trying to figure out why every country in the world would sit back and let the USA attack and occupy two countries using ridiculous reasons to justify the wars...

But the famous "rope-a-dope" strategy makes perfect sense. The USA is wearing ITSELF out. By the time they have to take on a formidable enemy, they'll be ready for a knock out.
