startrek episode ???

I trying to find the episode in which the Dokter (emh) startrek voyager, has created his own independend program in which he becomes a Emergency Commanding Medical Hologram, or something like it. when his uniform changes from medic too commander and he gets all control over the systems when they where under attack. Can anybody say to me which episode it is?

i thought it was "Please state the nature of the medical emergency
