EMI testing to measure the emissions from a system and to test item to external radio signals to determine the item's susceptibilities to EMI.

Sounds like a type of radar but with better referencing to certain base measures used to provide 3d monitoring of performance of a certain aircraft test.

maybe something to do with the magnetic launch system for the future aircraftcarrier for the us navy.

It sounds to me like hardening critical systems against scalar EM weapons.

take also a look at the EMTTEF project. it's close to an DEW-EMP weapon. this document is interesting to know the state of art in EMP and climatic weapons.
