What is this timewave theory all about?

I keep reading a theory about timewaves and novelty. I'm not sure what that means even when I see links to further information. Can someone explain it?

I didn't want to ask a lot of non topic questions about this particular subject in other threads.

For instance when you look at those graphs, what does it mean when the graph line goes sharply up or sharply down? Anything?
