While I agree such a conclusion can be drawn from one picture, it cannot be from hundreds; doctor explanations and the evidence.

So a cargo warhead contains anti-tank mines, or other sub-munitions, and (please note the use of the word "and") and incendiary warhead is an entirely different entity.

The point being, the current definition available is not what you are claiming, and I still don't think that anyone here really knows what a "cargo ammo" truly is... But everyone is sure it's "illegal."
