It is two or more pictures. The "eye" is a galaxy that was found in the last three or four years.

Yeah it is the Hourglass Nebula but what I cant figure out is what observatory that is? It has to be a pretty big one but I just cant seem to figure it out, any one recognize it?

Looks like the obeservatories they built in Hawaii. Don't remember the island or the name but serveral countries built telescopes on top of an expired volcano very high up. Or is it an area in south america?
