It means it is someones homepage and you can put whatever you want on your homepage. Professors if they let you cite internet sources will not accept a source with a tilday(~) in the address.

Interesting,...couse for seven bucks I can buy a domain name, url frame forward it, and cover the whole string up, to appear completely different.

The TILDE means that the web page is on a Linux server. No more, no less.

If the story is true and a part of it is for sure (Russian efforts at weather modification have been validated), then I see a lack of discussion by the author of the USA's ability to retalliate.

Russia can put a base on the moon but they have to import wheat? This would be more likely with Japan than the USSR methinks.
