The top Republican on the Senate Judiciary Committee said that a deal has been reached to resolve a dispute with electronic surveillance. Sen. Arlen
Specter of Pennsylvania unveiled a bill that would allow a judge to bless secret domestic wire taps. This program has been under fire since December
when it was discovered the government was listing in on phone calls, e-mails without a court order. It has also been said in the Senate that this
represents a major change in the White Houses stand on the issue. White House spokesman said that this represents that the President and Congress are
coming together on this issue.

Sen. Arlen Specter of Pennsylvania revealed a bill that would allow the same secret court that OK's wiretaps under the 1978 Foreign Intelligence
Surveillance Act to judge whether the National Security Agency's domestic eavesdropping program is allowed under the Constitution.
The NSA program has been under fire since December, when The New York Times disclosed that the government was listening in -- without obtaining a
court order -- on international phone calls, e-mails and other communications between people in the United States and people overseas suspected of
having ties to terrorists.
Some legal scholars have said the program is an illegal and unwarranted intrusion on Americans' privacy, but the Bush administration has defended it
as a necessary tool in the battle against the al Qaeda terrorist network.

I know every one on this discussion forum has head about this violation of privacy. Now with this bill the spying will not stop it will just have
the blessing of a judge. Of course the limits for approval will be the same as foreign surveillance. But what I think most people are going to want
to know, will this make us more safe? Or less safe? Or is being safe not the issue? The questions that I think the Senators and other statesmen
should ask is, How often has this method of spying protected us in the past?
