I have been learning to draw manga and japanimation style cartoons for a little while now. It does take alot of dedicated practise. On the site I linked you will find a few good drawing guides and a shop to order books. I have ordered a couple of them and I highly recommend them.

I tried a little of this in high school. Just try copying the "masters" over and over again. I have several books on manga and it said that's how kids in japan learn, they just copy their favorite styles. If they have talent they get a job and take it from there.
