are we able to set our own number for posts per page?

if so then the function isnt working for me.

it seems to be stuck at 15 per page as anything with 15 shows up as two pages instead of one (i have mine set to 20 posts)

if we arent then why do we have the option to begin with?

just wanting some answers, this makes no sense.
