AT&T phone snooping set-up BEFORE 9/11?

I had a quick search on ATS and couldn't find any reference to this article, sorry if this has been posted before.

Bloomberg.com has reported that the NSA requested AT&T to set-up a call monitoring site SEVEN MONTHS BEFORE 9/11 - basically the war on terror was used a 'handy' excuse once the phone-snooping was discovered!
