links between sniper shootings and "Terror" campaign??

I was just wandering if anyone knew any info about if the "beltway snipers" were part of the scare tactics used by the government to help get the ball rolling on this war on terror..?? I know when they were first caught the main guy (john allen mohammed?) said he was givin orders to do the shootings "and the truth will come out" although his claims changed later after being taken into custody. Wasnt it around the same time as the anthrax was being mailed to senators and such.?? (which was determined weapons grade and from a U.S. facility) ... obviously an inside job also. Anyways any info would be appreciated!
