Ive said that i think that free_spirit will come with some update because he has uploaded it on ATS media portal:
Dusseldorf Germany 1995 RC UFO Model
and Dusseldorf 1995 footage long version.
Given the title he applied, i guess that he has found out more about the video, this is why i thought it was better to wait for him

thanks, now it works. However, it can't be a rc model! I don't want to see UFO everywhere but it just can't be a rc model.

Hmm, that's an interesting video. I have a question though. How can this video been filmed in Dusseldorf when the traffic is clearly driving on the left side of the road?

Actually looking at the beginning part again it looks to me like the search light from a helicopter.
