It's the second Type 051C "Lazhou class" air defence destroyer for the Chinese navy. since that sat image the vessel has been launched and is in the process of weapons fit. In fact, here it is in the water:

On the right of the image the first Type-051C destroyer can be seen.

The Type-051C has a 16 YJ-83 anti-ship missiles, 48 S-300V SAMs, 2 CIWS and a 100mm gun.

Are you sure, the satellite pic appears to show a much larger vessel judging by the scale of the cars in the top of the photo.

The deck layout looks different too.

Yeah, I'm 100% sure. military watchers have been watching that. Note the four dark circles on what looks like a helicopter hanger (it isn't) towards the back of the ship. They are the rotary S-300 (SA-10 Grumble) vertical launch cells. There's two more just behind the main gun. These cells are basically the same as on Russian ships like Slava and Kirov Class cruisers.

I dont see 16 803's buddy, If you look at the picture u posted theres only 8 rectangular tubes.
