Well im pretty sure it was filmed in 1949 the ship in the video the USS Norton Sound was in 1949 conducting tests with seventeen huge Skyhook balloons which we saw in that video.

So now we know the Navy had to keep up with the airforce in providing some BS explaination. At least we can't blame it all on the Air Force anymore.

Ill file that one away with the Air Force's "Roswell, Case Closed" which is in the fiction/comedy section of my personal library.
