They are saying that the owners of the SUV have been receiving death threats and maliscious calls. The bomb squads robot is examining the package at the moment.

Why do some bombmakers leave wires hanging out of the package? Pretty obvious noones going to touch it if you see wires hanging out. Hopefully just a sick hoax.

It's in Northridge, Los Angeles. Neighbourhood has been evacuated, still no link as yet.
