The Ubaid was just a Period of the Sumerian Civilisation, Not a Civilization/Culture unto itself.
There is No records of the Phoenicians being the same as the Sumer (or to a lesser extent the Ubaid). Nothing.
Its you alone who have twiseted whats written in wikipedia to provide a correlation that you have wroked up in your mind.

The concensus seems to be that the Ubaidians were a separate culture that ran from around 7,000 BP to 6,000 BP. It seemed to have covered most of mesopotamia, Eastern Arabia and parts of Oman. There culture replaced the Halaf. They were related to the Samarra who were in northern Iraq. They in themselves were taken over/incorporated into the Sumerian culture. There language was different from the later Sumerian. I would deem them a separate culture.
