I believe the story is this:

The Mexican president was going to sign a bill to legalize it, but Bush called him and talked him out of it. He said Americans would go there to get high and return.

Darn the bad luck.

Mexican President Fox didn't sign the bill, so nothing happened.

BTW, the bill would decriminalize, not legalize. Subtle but important difference. Here's the link:

I wonder what on Earth would give him such a crazy notion. Return? Some would probably stay.

And I thought the deal wasn't for just weed. It was all kinds of drugs.

But George got a call from Dad, who knows the value of keeping drugs illegal ("Guns for Hostages," anyone?), and who told him to slap some sense into Fox.

I don't know what the big deal is, anyway. Like Dave Attel says, yeah, pot is illegal, but it's not THAT illegal. I don't know anyone who has a hard time finding "illegal" pot if they want it.
