I have two comments:
(a) it's not ionizing all right, but how come there are strict standards on the emissions from radars and microwave ovens, that produce harmful
effects similar to those of ionizing radiation? Given all teh fuss of cancers caused by mobule phones, I'm willing to believe that one huge zap of MW
is just as harmful as 1000 year exposure to the cellphone.
(b) non-lethal is a misnomer. They say that injuries are limited by limiting the exposure. If I'm followed by a beam of MW energy, I'll be rather
painfully scolded over most of my body and die of burns. Or, if the beam is stationary, and I collapse of the initial pain and just stay there, I'll
be very thoroughly cooked. BBQ, anyone?
