Reynolds general counsel Charles Blixt said RJR believes it does not have to pay the extra $647 million because of a provision that allows the cigarette makers to pay less if they have lost market share to smaller companies that weren't part of the settlement.


Wouldn't this be similar to me saying that I didn't make as much money last year, so I don't have to pay all my property taxes?
