If America was to go to war against another country and both sides use tactical nukes, how destructive would a 1 kiloton nuke torpedoe be when launched by air or in the sea? Destroying a submarine within 4000 yards? 5000 yard radius?

hard to say underwater explosions can be really quirky. you can be raltively close and recive almost no damge or you could be much farther away and be destroyed.
IMO it would be about 1500m to guarantee a kill. CXold War weapons such as ASROC used 10-20kt warheads and they were supposed to have a killr adius of several miles.
