Did he really say that?

The other day when watching the trailer for the new movie coming out called , "Thank you for smoking", at least I think thats the name of the movie, they showed Bush lean into the camera and smirk and then say something along the lines, we just want you to know that when we talk about war, we really are talking about peace.

Did he really say that? In the clip they showed he was smirking so loudly it almost seemed disrespectful, like he was laughing at anyone who would believe it. Orwell must have rolled over in his grave. Does anyone recall actually hearing this speech?
