The Central Intelligence Agency is expanding its domestic presence, placing agents with nearly all of the FBI's 56 terrorism task forces in U.S. cities, a step that law enforcement and intelligence officials say will help overcome some of the communications obstacles between the two agencies that existed before the Sept. 11, 2001, attacks.

In many cities, according to local FBI special agents, the CIA employees help plan daily operations and set priorities, as well as share information about suspected foreigners and groups. They do not, however, take part in operations or make arrests.

we might be excused for forgetting that the CIA is not supposed to get involved in domestic issues at all- that is the FBI's job.
After the fairly unseemly spate of arguments about who was to blame for intelligence gaps re 9-11, and the many subsequent claims and counter-claims, this may be no more than the continuing jostling for power by the two rival agencies.
On the other hand, given that the CIA has been shown in the past to be exempt from all manner of legal processes- subpoena-ing witnesses for example, it would be worrying if an agency with that sort of record and those kinds of powers were to be on the loose "defending" the homeland.

Yeah, but what else could a person expect? After all, the CIA has been illegally performing operations within US bounderies for who-knows-how-long.

Remember the SJGames raid some years ago? That was done by CIA...The FBI wouldn't *touch* that case so the CIA jumped in. And it all started because some phone company had some hacker looking into their database...The FBI refused to act so the company jacked up a story about someone interferring with the emergancy 911 system (Even though it was proven that the 911 system was never touched or tampered with at all) and went to the CIA.
