What would be the sense in posting secret messages on a conspiracy website. And don't say "cos' it's the last place people would look".

This person is just playing at being James Bond, either delusional or just trying invoke some paranoia on the site.

This message is part of the clue's for the hunt for the rings. A ARG on ATS.

The frequency distribution is scaringly similar to English. If you seperate the characters into groups of 16, every line except the first ends on a x. Maybe it's a coincedence, but maybe this indicates a column cipher of some sort.
