A specially prepared F-15A "Streak Eagle" broke eight "time to climb" records between January 16 and February 1, 1975. The last of these records
saw the Streak Eagle reach 98,425 feet just 3 minutes 27.8 seconds after brake release. (It “coasted” to 103,000 feet before descending.)

Conclusion: Since it was also a "Streak Eagle" that was used to successfully test the ASAT missile, it is conceivable that a similarly prepared
Streak Eagle could make it to 80,000+ feet to deliver ordinance.
