Russian Blimp Help

Pic of a Russian blimp. Anyone know more about this. First thought is it might be used for lifting.

I havent seen this before but it looks quite similar to an EKIP design

maybe it could be for lifting, but my first thought was maybe recon or something, yeah i know a huge blimp over a city looks suspicious, but could it possibly fly at high altitudes, but lifting could be a possibility, or how about if it has something in it to jam radar maybe?

oh and another thing, where did you find that picture, is it a recent picture or has it been around for a few years because the truck in it looks old

Just came across it,, not sure of the age, i am not up on russian vehicles. My original thought was like our aerostats for recon but why the helocopter fuselage for cockpit.
