On a more general point, the problem is really difficult for law enforcement.

-Children have the least social power in our society, and the least likely to speak up when their rights are violated

-Children are less likely to be taken seriously when they hint that they are being abuse. Children frequently "seek permission" to tell an authority figure about bad things. If the authority figure (teacher, cop, doctor) minimizes the child's attempts to speak up, the child will take the hint and quit talking about it.

-Sexual predators usually devote major energy into perpetrating their crimes; much more so than most drug dealers, pimps, or bank-robbers, for instance. They often are wealthy enough to be able to afford privacy; an old barn, and abandoned warehouse, a basement, etc.

-In all honesty, our justice system is designed to detect criminal transfers of money. Sex crimes, don't primarily involve finances, and so don't send up red flags the way drug or racketeers operations do.

Right.

To have a bigger presence at school is also what could make the plans child abuser rings more difficult, if there really are any creepy things happening there... and also to be with kids at the hockey practice or sunday school is good too.
