In todays conditions, yes I agree, a satellite for a single webcam is a pretty far fetched.

However, what if say 20 years from now we could launch personal items into space, say the Rocket Hobbyist can now launch their toy rockets into space... Why wouldn't they put a little web cam inside and have it do a few orbits around the earth and come back?

Would that be too far fetched?

Yes and No, it's gonna be alot longer than 20 years before it's economically viable for the average person to be able to launch things into orbit, using todays chemical rockets atleast.

However for the sake of the argument, I'll say they can, as you have suggested they will be able to. I don't think a person would laucnh a satelite that's "just" a webcam, they'd add other stuff onto it, so they can save money by not having to do seperate launches.
