Action Plan for UFO Disclosure

One person may lie, a group may be suffering from hysteria, but when an international audience witness aerial phenomena, there can be no denial of 'something unknown and it aint a blimp or venus' up in the air, despite the tons of claptrap thrown up by debunkers and DIA agents.

We have reach a point when the diplomatic community of Earth has taken note of this aerial phenomenon and so far, there had been calls for disclosure. Rather than to allow it to be mere catcalls, the international community needs an action plan to ensure serious research and study be achieve thru the efforts of mankind crying for an understanding of such phenomena. This is my proposal, and may not be exhaustive enough, but is a start to get the ball rolling.

Action Plan
-------------
1. Form up an agency to manage and study the aerial phenomena from each nation, answerable to an UN body to oversea and manage

2. As of today, all nations must log on EVERY report of such phenomena, irregardless of hoax or real, from all sources, be they a beggar or a hi tech planetary survelliance system.

3. Such witnesses must not be intimidated and shall be accorded full rights as a citizen of that nation.

4. Managers of such agencies must not be a disbeliever, otherwise the efforts of staff would be wasted if every report is disbelieved.

5. Due to national soveriegnity, the host nation shall be accorded full salvage rights to any crashed UFO craft and its technologies without reporting in detail its specifications. However, it must be reported, with regards to its occupants and the technical advances which must be verified by scientists, without revealing its specifications.

6. All attempts must be made to contact the organisation of such crashed craft through their communications ( repaired or back engineered ) to ensure misunderstandings do not occur, and also to find out its intentions. Such communications must be strictly restricted to the UN governing body.

7. Within 1 year, such technologies must be revealed in full to the international community, and sold to the higest bidder who can make use of such technologies to improve mankind's survival and comfort, to ensure it is used and not kept in dungeons, a criminal offence to humanity.

Funding
----------
As with every aspect of life, money is everything. No money - nothing gets done. Debunkers will use this as an excuse to prevent such agencies from forming as a waste of taxpayer's money. However, with the increased sightings and alarm rate of witnesses, such expenses are justifiable to seek out what is flying in our skies, as reported from several nations. Such crafts are not only a mystery but more important, they are a danger to air traffic which has been regulated since man's first flight, as well as their critical infringement of national soveriegnity which may cause misunderstandings and hostilities to start.

1. Initially, the outlay will come from taxpayer's money, just as any research funds are allocated.

2. The size of the fund must be properly allocated and an independent auditor shall monitor its fund to ensure it is not wasted on such things as 1st class travel or top hotels for its staff. But neither should the funds be such that its staff are hindered to perform operational duties as well as recreational and medical benefits are adhered to.

3. As soon as communications with the occupants of such crafts are established, thru normal channels or crashed crafts, the technologies must be stripped and sold to the higest bidder to create items of value to humanity. And such monies shall be returned to the taxpayers who funded the agencies, with interest. It may take years, but as the aerial phenomena is genuine, the commercial interest is relevant due to its advances compared to our technologies, and should be subtantial for profits as well as the betterment for mankind.

Penalties
------------
All diplomatic means must be used to persuade nations to form such agencies for the sake of mankind. However, as a last resort, countries which withhold such information or fail to form such agencies to actively reseach and study the aerial phenomena shall be blacklisted and deemed to be in co-operation with the occupants of such phenomena. Appeals will be made to its citizens to persuade its governments to come to terms with the resolution of the UN body. A soft approach is desired for mankind seeks only knowledge, not land conquest.

Action now:- Are there any genuine UFO body with influence who is actively working with or in the UN to come up with a working plan? If so, are they prepared to listen and work on it or its all just lip service? If so, then we will have to wait for an organisation that is big enough and has the clout to push for further action.

Nope. its an original. But i would suspect many share similar logic and rationalities.

I'm not sure that the UN could handle it........good idea, though. In this day and age, it seems no one can be trusted with such a life changing policy. I would support any action in this arena, though, no matter how it will come to be. Taxes will gladly be paid by me to support this.

Thanks for your support. Rather than to let this proposal be a flash in the pan, i will update this thread weekly or monthly on its outcome and seek out interested individuals to appeal to the UN and keep all informed. As i had mentioned, my proposal may not be exhaustive enough, but with the combine power of net citizens, it may be a voice to be reckon with. I would gladly hand over the reins and give my support to someone else who has the clout to influence decision makers to move for action. It is not fame and glory i seek, only knowledge.

U.N. General Assembly Now Has Resolution To Establish United Nations Decade Of Contact & Diplomatic Relations With E.T.s

For the first time in almost 27 years, the United Nations General Assembly will be debating the issue of establishing diplomatic relations with advanced Extraterrestrial Civilizations that may now be visiting Earth.

On December 16, 2005, a Resolution to establish a United Nations Decade of Contact was formally transmitted to the incoming President of the General Assembly, H.E. Jan Eliasson of Sweden by the Institute for Cooperation in Space (ICIS), a Non-Governmental Organization. President Eliasson was Sweden's Ambassador to the United Nations from 2000 to 2005.

Almost to the day twenty-seven years ago, on December 18, 1978, the United Nations General Assembly voted to approve decision 33/426, inviting U.N. Member States "to take appropriate steps to coordinate on a national level scientific research and investigation into extraterrestrial life, including unidentified flying objects, and to inform the Secretary-General of the observations, research and evaluation of such activities."

Then U.S. President Jimmy Carter then supported the U.N. General Assembly's decision. Carter himself had a close Encounter of the First Kind with a UFO (Night Light) in October 1969, in the company of 10 members of the Leary, Georgia Lion's Club while he was running for Governor of Georgia. Four years later, while Governor of Georgia, Carter filed a public UFO sighting report, dated September 18, 1973.

UNITED NATIONS DECADE OF CONTACT

Former Canadian Minister of Defence, Hon. Paul Hellyer has requested that the Canadian Parliament hold hearings on the issue of relations with Extraterrestrial civilizations. On September 25, 2005, at the Toronto Exopolitics Symposium held at Convocation Hall, University of Toronto, former Minister of National Defence Hellyer stated: "UFOs, are as real as the airplanes that fly over your head."

He stated, "The United States military are preparing weapons which could be used against the aliens, and they could get us into an intergalactic war without us ever having any warning. The time has come to lift the veil of secrecy, and let the truth emerge, so there can be a real and informed debate, about one of the most important problems facing our planet today."

Over 630,000 registered journalists and 283,000 registered media outlets world-wide have downloaded a November 24, 2005 Thanksgiving Day (USA) Yahoo News story of Mr. Hellyer's request to the Canadian Parliament.

Mr. Hellyer, Canada's former Minister of Defence, supports a United Nations Decade of Contact. In the introduction to a recent book, EXOPOLITICS: POLITICS GOVERNMENT AND LAW IN THE UNIVERSE, by ICIS International Director Alfred Lambremont Webre, Mr. Hellyer writes, "To turn us in the direction of re-unification with the rest of creation Alfred Lambremont Webre is proposing a 'Decade of Contact' - an 'era of openness, public hearings, public funded research, and education about extraterrestrial reality.' That could just be the antidote the world needs to end its greed-driven, power-centered madness."

A United Nations Decade of Contact has four Objectives: (1) DISCLOSURE - Governmental disclosure related to Extraterrestrial Presence; (2) DECADE OF CONTACT - Public funding of a 10 year process of public education and research about the Extraterrestrial Presence; (3) DISARMAMENT - A permanent ban on all space-based weapons and warfare in space through a Space Preservation Treaty Conference; (4) DIPLOMACY - Public Interest UNITED NATIONS Diplomacy with ethical Off-Planet Cultures now visiting Earth.

The Disclosure Project, a U.S.-based non-profit organization, on May 9, 2001, held a press conference at the National Press Club in Washington, D.C. in which numerous high-level military-intelligence, governmental and private sector witnesses publicly described experiences and evidence establishing that advanced Extraterrestrial civilizations are interacting with our terrestrial civilization at this time.

By the way what would a human do with tech that's 50 + ahead of our own... well lets makes weapons really guys what makes you think this world is so perfect you can just hand out our future to the corporate junkie who cares about profit more than he cares about your $.5 life. It happens in todays life. So don't expect to dream of this topic happening because its not going to happen.

In our world, cynicism rules. Idealists have longed been deemed as nutcases, but it has to start first from an ideal, and along the way, we as a human race would have to be flexible enough to make the adjustments, for no one is perfect. The end justifies the means, and the end goal is to share the fruits of knowledge with mankind, not kept to a particular group of humans, no matter how noble they make themselves out to be.

Laser beams were created as a weapon of war, but while scientists are struggling to make it compact and powerful enough as a weapon, its downstream uses had benefitted mankind in many many ways, eg:- CD, surgery, etc. Same with the UFO crafts for it is a nifty piece of work that so far, based on Jane's book of aircrafts, none could match its flight characteristics, let alone the interstellar communications technology unknown to us now, surely the pilots dont use vacuum tube for sure!

Form up an agency

Surely forming any sort of government agency will leave it open to influence from within its own government, and we've already had plenty of demonstration about how most governments will handle this topic.

Although the Disclosure Project has had pretty much zero success I still feel that civilian agencies are the way forward. Shame it's against board rules to try to rally the members of this forum
