Does having the Los Alamos National Laboratory, Lawrence Livermore National Laboratory, and Sandia National Laboratory as Department of Energy divisions rather than Department of Defense help or hinder the USA before, during, and after a nuclear war? Is the DOD too warlike?
I am only concerned about USA and World human life expectancy.
