It would take the military-industrial complex and a few people up top within the government to censor investigations, and that's about it.
The resources could easily be obtained and we wouldn't know anything about it. During the "Cold War," an act was passed that allowed the CIA to withhold their budget figures, number of staff, etc. (Central Intelligence Agency Act of 1949. Further exemptions can be found in the Central Intelligence Agency Information Act of 1984). Not so bad, as long as they're getting their money legally, I suppose. But I would imagine that they get hardly any money legally, as compared to what they much get illegally through what's known as Project Hammer. That's a whole conspiracy to itself, with plenty of references and info from the provided link there, but the resources would've been no problem at all. More of a strength, really.
With the WTC, you'd have to take it a step further and involve the building owner and security. But hey! Guess what? The security was run by Marvin Bush (source - one among many, I'm sure. Google it.) and the owner, Larry Silverstein (the same guy that admitted to pulling WTC7) stood to gain millions in profit from their destruction. There's also an article somewhere (posted in one of the Steven Jones threads if I'm not mistaken) regarding a guy that's come forward with the info that the WTC were so heavy that they were slowly sinking into the NYC ground. He came across this revelation back in the early 1990s. The owner would eventually have to have the WTC Towers deconstructed piece by piece, which would cost millions more than they were worth, and demolition would not be allowed because of the safety hazards. So blowing them up was not only possible but beneficial to both the owner and the military-industrial complex and thus government leaders.
Not that grand, really. Just requires a certain level of corruption and corporate involvement within the government. And we have that.
