Unfortunately it's not uncommon in SEAsia to pay "compensation" to the victims to have charges dropped for various crimes. I know in my part of the
SEAsia a percentage, sometimes quite high, of that "compensation" will go to the cops who negotiate the deal.
There is a growing movement (in Cambodia at least) to have this idea done away with. The argument being that the law is the law and "do the crime, do
the time". What makes it disgusting is that the people who are given the compensation (relatives of victims usually) are generally very needy and
have little choice, however, the crimes are usually committed by the high-ranking and powerful (and therefore corrupt and rich) and the sums they
offer are a pitiful insult.
