Cell phone scramblers

In a recent conversation with a friend we came across the topic of the intrusions that technology has brought into our day to day lives.So anyway we began to talk about phone calls being bugged and then he mentioned phone scramblers.Whilst i realise they are not cheap.Would any of use assume you had the money go ahead and purchase one?Do you know anyone who has one?Are there any health risks.Ie(increase exposure to electromagnetic fields. The addition of a scrambler might augment these levels.

I know most of it should allready have an encryption.

What I would really like is a cell phone jammer so I can get people to stop using them while thier driving and forcing me off the road because htye are not paying attention to thier dirving... yes I had this actaully happen, and they even gave me a dirty look when I honked my horn at them like i was doing something wrong
