Interesting Association of Events

I have been constructing a timeline of key 'bird flu pandemic' events. Haven't finished - may not finish - BUT - this one little association just jumped out at me.

September 30, 2005: Senate approves $4 billion for flu pandemic, tied to $440 billion defense-spending bill for 2006

Oct 4, 2005: Bush suggests military-enforced quarantines for avian flu

...Interesting, no?

I don't get the association?

Could you spell it out for me?

I'm not sure I understand the correlation between the two. The U.S. is not alone, most other countries have a quarantine plan as well. The only difference, that I'm aware of, is the military-enforced/assisted-quarantine in the U.S. is suggested for the senate to approve. Many other countries have a forced quarantine, without prior suggestion and/or warning.

If this turns pandemic and hits the U.S., I would hope for swift action and every possible attempt at containment. If that includes military-forced quarantine, so be it. I would hope other countries adopt the same action plan.
