When launched in 2008, the Demonstration and Science Experiments (DSX) spacecraft will conduct basic research designed to significantly advance Dept. of Defense capability to operate in the harsh radiation environment of medium-earth orbit (MEO). The ability to operate effectively in the MEO environment significantly increases the DOD capability to field space systems that provide persistent global targeting-grade space surveillance, high-speed, satellite-based communication, lower-cost global positioning system navigation and protection from space weather on a responsive satellite platform.

Pretty sweet, I wonder just how much of an improvement this will be over high Earth orbit satellites.
