The Power of Executive Orders

Here are the executive orders issued by the current President Bush

Some of these orders are so cryptic and seemingly irrelevant to government that one can't help but wonder what they were used for, or will be used for. Thinking back to executive orders during the Reagan administration relating the "war on drugs" and FEMA, during Bush, Snr.'s presdency extending those policies and advancing police state activities and executive authority, and then during the Clinton years to set the stage for recent government actions.

Are there any good resources for executive orders, tracing them from their announcement to their eventual use or lack thereof?
