It's probably a C-17 taking off rather than landing.

I also see no landing lights on...

Maybe not that oops?

Probably not a oops. I have no clue, there's no description for the picture. But that kind of oops is possible according to that C-130 accident landing on a runway under construction in Iraq.

unless it was an urgent battlefield resupply, it was an "oops."

even if only the last thousand feet of the active runway was under contruction , they (the controllers) would insure that while any departures or arrivals were in progress, all personnel would be moved off of the runway proper.

and landing lights are required to be in use at all times in an airport traffic pattern (unless, again, its an active combat zone...and even then, some aircraft dont have the choice...the landing lights are often tied directly into the landing gear...gear extends, lights come on...not sure if this is true for the c17).

Aircraft only land with the engines cranked wide open on aircraft carriers, and that aint no aircraft carrier.

Check out the dust cloud the engines are kicking up, he's obviously taking off.

Still a nice photo though, it's screaming for an appropriate caption.
