With the exception of the smaller mountain roads that aren't regularly maintained, that would be more than enough vehicle.
Well, a 1998 A4 1.9 tdi is good for 40 mpg - a good improvement on 8 and 15 or so.
A new A4 3.0 tdi (good for 0-62 in around 7 secs) does about 35 mpg.
The alternatives are out there - they just aren't being used/sold.
