Sheesh. There is another thread about this that pointed out that it would actually be cheaper just to send all these refugees on actual Carnival
cruises for the same period of time.

Cruise ships chartered for hurricane refugees
FEMA to house as many as 7,000 on three Carnival ships; tours canceled
What I understand about the situation:
1 Carnival doesn't pay taxes (Bahamas based I think)
2 FEMA just gave them 1/4 billion US tax dollars
3 The ships are not (yet?) filled with many refugees
4 The plan is to house refugees in luxury cruise lines
Shelter the homeless... good idea. Shelter the homeless in luxury accomodations on an international cruise ship that doesn't pay taxes... bad idea.
