around ats you have mods. right and in each forum there is a person who runs it with the mods etc: council members.
well every so often members can ask to become these council members. basically while you were gone members put there names in (including myself, for different positions).
well other members voted on who they wanted to become the council person on each forums.


thats what you missed the ats council elections. (understand it now?)

Its Still quite new but the time scale is around every 3 months
