who went public about having been gang-raped on the orders of a
village council in 2002.

Over time she gained not only public sympathy but also governmnet support for her efforts to have the rapists tried and convicted.
Musharraf initially blocked her from to travelling to the U.S. in an attempt to gain publicity for her story/cause. He claimed she had been swayed by
organizations whose intent was to harm Pakistan's global/public image.
Musharraf's comments that Pakistan should not be singled out,

and dismissive deflection made in hindsight to steer focus away from his rather hideous and callous remark. I think that's what is referred to as CYA
